Ankara, Türkiye – July 9th, 2025: In a significant step toward enhancing international cooperation and strengthening public accountability, the Office of the Auditor General of the Federal Republic of Somalia (OAGS) and the Turkish Court of Accounts (TCA) have signed a Memorandum of Understanding (MoU) in Ankara to formalize collaboration in the field of audit.
The agreement was signed by Somalia’s Auditor General, H.E. Ahmed Isse Gutale, and the President of the Turkish Court of Accounts, H.E. Metin Yener, during an official visit to Türkiye. The Somali delegation included Deputy Auditor General Mr. Abdijamal Ismail and other senior officials from OAGS, reflecting the importance of the partnership for Somalia’s public financial oversight efforts.
This landmark agreement marks the beginning of a formal partnership between the two Supreme Audit Institutions, underscoring a shared vision for enhancing transparency, governance, and the professional development of audit institutions. During their visit, the Somali delegation held strategic discussions with Turkish officials, visited key departments within the Turkish Court of Accounts, and exchanged views on audit practices, institutional independence, and technology-driven reforms.
Speaking at the ceremony, Auditor General Gutale stated “this partnership reflects our shared belief that strong audit institutions are critical to accountable governance. By learning from each other and working together, we are laying the foundation for more effective oversight in both our countries”.
The MoU outlines key areas of cooperation, including the exchange of experience in financial, compliance, and IT audits; capacity building and vocational training; joint research on public finance topics; and greater participation in international audit forums. It also establishes a framework for regular dialogue through technical exchanges, study visits, and peer learning initiatives.
The visit to Türkiye was not only symbolic but also practical, providing OAGS with an opportunity to explore Türkiye’s robust audit framework, deepen relationships with regional peers, and reinforce Somalia’s role in the international audit community.
Both sides committed to ensuring that the cooperation remains rooted in mutual respect, trust, and confidentiality, with the understanding that all activities will align with the legal frameworks of their respective countries.
This historic agreement marks a key milestone in OAGS’s ongoing reform efforts and international outreach, as it aims to establish a more credible, professional, and independent audit institution that serves the Somali people.
