The Auditor General of the Federal Republic of Somalia, Mr. Ahmed Isse Gutale, briefed the Council of Ministers on 17th July 2026 on the Office’s audit activities for 2024 and 2025. He highlighted key audit findings, institutional progress, and priority issues requiring policy direction and administrative action.
During the briefing, the Auditor General informed the Council of the continued expansion of audit coverage, the increase in the number of audit reports issued, and the timely submission of the Office’s Annual Audit Reports within the statutory deadlines.
He also emphasized the need to accelerate the implementation of audit recommendations, strengthen the authority and accountability of Authorized Officers, establish a standardized handover framework for government institutions, enhance accountability in externally financed projects, and reinforce vendor due diligence for entities engaged in government-funded projects.
The Auditor General noted that strong stakeholder confidence, satisfaction, and institutional support play a central role in increasing the implementation of audit recommendations. Greater ownership by ministries, public institutions, and senior government leadership helps translate audit findings into corrective action, improves public service delivery, and makes the impact of the Office’s work more visible and measurable.
The Prime Minister of the Federal Republic of Somalia, Hamza Abdi Barre, thanked the Auditor General for the briefing and stressed the importance of implementing audit recommendations, strengthening public financial management, and ensuring that ministries and public institutions take the necessary action to address the matters raised by the Office.
The Prime Minister also underscored the need to convert audit results into clear administrative measures that protect public resources, strengthen institutional accountability, and improve the quality of public services. His support reinforced the shared responsibility of government institutions to respond to audit findings and deliver sustainable improvements.
During the same meeting, the Council of Ministers approved the Bill establishing the Somali National Revenue Authority (SNRA). The Office of the Auditor General of the Federal Republic of Somalia welcomes this important milestone, as the establishment of the SNRA was among the recommendations previously made by the Office to strengthen domestic revenue administration and support public financial management reforms.
The Office expresses its appreciation to the Prime Minister and the Council of Ministers for advancing this legislative reform and for their continued support for stronger revenue administration, financial transparency, and accountability in the management of public resources.
