SAI Somalia, Ports Minister, and Albayrak Somalia Discuss the Implementation of Repeated Audit Recommendations

Mogadishu, Somalia – August 02, 2025: The Office of the Auditor General of the Federal Republic of Somalia (OAGS), led by the Deputy Auditor General (DAG) for Audit Services, Mukhtar Mohamed Abukar, held a high-level meeting with the Minister of Ports and Marine Transport, Abdulkadir Mohamed Nur, and senior representatives from Mogadishu Alport Corp. (Albayrak-Somalia) to discuss the implementation of long-standing audit recommendations arising from the audit of the Federal Government’s Financial Statements.

Among the recurring findings is the issue of concession agreements, where the Government’s entitled share of revenue from the private operator cannot be independently verified. This is because the concessionaire has never submitted independently audited financial statements, despite this being an explicit requirement under the agreements.

The parties acknowledged the seriousness of this persistent matter and agreed on the need for stronger coordination and firm enforcement of contractual obligations to ensure that audited financial reports are provided, allowing the Government’s share to be confirmed transparently.

Deputy Auditor General, Mukhtar Abukar, emphasized the significance of addressing this repeated finding: “This is a finding that has appeared in our audits year after year. The credibility of the Federal Government’s financial reporting depends on receiving independently audited statements from the concessionaires, as required by the agreements. Without these, it is impossible to confirm that the Government’s rightful share is calculated accurately. We are committed to working with all parties to close this gap once and for all”.

The meeting concluded with a joint commitment to improve compliance, strengthen transparency, and enhance governance in the management of concession agreements, supporting Somalia’s broader agenda of accountability and public trust.
