Auditor General Engages Parliamentary Committees on Audit Follow-up and Public Financial Accountability.

Mogadishu, Somalia | 2 November 2026

The Auditor General of the Federal Republic of Somalia, H.E. Ahmed Isse Gutale, accompanied by senior officials from SAI Somalia, held a meeting with members of the Committee on Budget, Finance, Planning, International Cooperation and Financial Oversight of Public Institutions of the House of the People and the Committee for Economy, Finance, Commerce, Trade, Industry, Telecommunication and Tourism of the Upper House of the Federal Parliament of Somalia.

The meeting, jointly chaired by the Deputy Chairpersons of the respective committees, Senator Ibrahim Awgab Osman and Hon. Mohamed Harun Abdillahi, focused on the FY2025 budget final accounts process, government audit activities, and matters related to audit follow-up and public financial accountability.

During the meeting, the Auditor General briefed committee members on audits conducted across government institutions, including the examination of public expenditure, the management and use of public assets, and compliance with applicable financial regulations. The discussions also addressed challenges affecting public financial accountability and ongoing efforts to strengthen transparency in the management of public resources.

Particular attention was given to the importance of audit follow-up in ensuring that audit findings and recommendations lead to meaningful corrective action. Through its independent follow-up activities, SAI Somalia examines the measures taken by audited institutions to address identified weaknesses, assesses progress in implementing audit recommendations, and identifies outstanding issues requiring further action.

The engagement also highlighted the important contribution of parliamentary oversight to the effectiveness and impact of SAI Somalia’s audit work. By examining audit findings, scrutinizing institutional responses, and holding responsible officials accountable for corrective action, parliamentary committees play a significant role in promoting the implementation of audit recommendations and ensuring that audit results contribute to improvements in public financial management.

While the responsibility for implementing audit recommendations rests with audited institutions, effective parliamentary oversight reinforces accountability for addressing identified weaknesses. This complementary relationship strengthens the impact of independent audits and supports sustained improvements in the management of public resources.

During the discussions, committee members raised questions concerning audit procedures, public financial accountability, and related matters. The Auditor General and accompanying officials provided explanations and clarifications.

The meeting reflects the importance of continued institutional engagement between SAI Somalia and the Federal Parliament, while respecting their respective constitutional and statutory mandates. Such engagement is essential to strengthening parliamentary scrutiny of audit findings, promoting timely implementation of audit recommendations, and enhancing accountability across government institutions.

SAI Somalia remains committed to conducting independent audits, systematically following up on audit recommendations, and providing reliable audit information to support effective parliamentary oversight, transparency, and sound public financial management.
