SAI Somalia Strengthens Public Debt Oversight through Regional Learning and Cooperation in Rwanda.
Kigali, Rwanda – 2 October 2026: The Auditor General of the Federal Republic of Somalia, H.E. Ahmed Isse Gutale, participated in the third edition of the PFMA Spotlight Learning on Public Debt Management in Transition States, held in Kigali from 28 September to 2 October 2026.
Organised by the African Development Institute of the African Development Bank Group, the capacity-development programme focused on strengthening institutional capacity for transparent, accountable and sustainable public debt management across Africa’s transition states.
The Somali delegation also included Mr. Mohamed Mohamud Abdulle, Accountant General of the Federal Government of Somalia, and Hon. Mohamed Harun Abdillahi, Deputy Chairperson of the Budget, Finance, Planning, International Cooperation and Government Institutions Accountability Committee of the House of the People of the Federal Parliament of Somalia.
The programme brought together stakeholders from 22 African transition states, including representatives of debt management offices, treasuries, central banks and Supreme Audit Institutions. Participants exchanged knowledge, practical experiences and approaches to improving debt transparency, fiscal accountability and sound public financial management.
Public debt has significant implications for national budgets, fiscal sustainability and the delivery of essential public services. Strengthening oversight in this area helps ensure that public borrowing is properly authorised, transparently recorded and responsibly managed, while enabling oversight institutions to assess related fiscal risks and accountability arrangements.
During the visit, Auditor General Gutale also visited the Office of the Auditor General of Rwanda-SAI Rwanda, where he met with Auditor General Alexis Kamuhire. Their discussions focused on strengthening institutional relations between the two Supreme Audit Institutions and exchanging knowledge and experience in public-sector auditing, transparency and public financial accountability.
SAI Somalia’s participation in the programme and engagement with SAI Rwanda reflect its continued commitment to professional development, peer learning and stronger oversight of public debt. These efforts support the Office’s broader mandate to promote transparency, accountability and sound management of public resources for the benefit of Somali citizens.
